Educator Resources

Kansas teachers can find helpful resources to support English Learners (ELs) through English for Speakers of Other Languages (ESOL) programs. These tools include ESOL program guidance, Kansas English Language Proficiency (KELP) Standards, KELPA testing information, and professional development for educators. The goal is to make sure every English learner gets the support they need to build English language skills and succeed in school.

 

English Learner Framework 

This document serves as a foundational guide for implementing and overseeing English to Speakers of Other Languages (ESOL) and Title III programs in Kansas public schools. The framework reflects current legal requirements, state policies, and evidence-based practices that support the academic achievement and language development of English learners.

The framework is designed to help local education agencies (LEAs) meet their responsibilities under the The Elementary and Secondary Education Act (ESEA), as Amended by the Every Student Succeeds Act (ESSA) and related regulations. It promotes consistency, clarity, and alignment across programs serving English learners statewide.

LEAs are encouraged to use this framework to inform decision-making, guide program implementation and evaluation, and support compliance with applicable laws. While the framework does not create new requirements, it brings together existing expectations and best practices to support effective service delivery.

Title III

Title III is a part of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act of 2015 (ESSA). The purpose of Title III is to help ensure that English learners (ELs) attain English language proficiency and meet state academic standards.

Forms and Templates

Many sample forms and templates are provided to assist districts in meeting all audit and compliance requirements. 

ESOL Endorsement

Educators are required by state regulation to meet specific requirements in order to add an English Speakers of Other Languages (ESOL) endorsement to a license.

Seal of Biliteracy

The Kansas Seal of Biliteracy (SOBL) is awarded by the Kansas State Department of Education (KSDE) and a local school district to recognize students who attain proficiency in English and one or more other world languages by the time of graduation. It is a statement of accomplishment that recognizes a student’s readiness for post-secondary success.
