Special Education Federal Funding

Federal special education funding includes Individuals with Disabilities Education Act (IDEA) Part B grants, Coordinated Early Intervening Services (CEIS), Comprehensive Coordinated Early Intervening Services (CCEIS), and the Targeted Improvement Plan (TIP).

Coordinated Early Intervening Services (CEIS) and Comprehensive Coordinated Early Intervening Services (CCEIS)

Local education agencies (LEAs) are permitted to use up to 15% of their total federal VI-B allocations to develop and implement CEIS for students who not currently identified as needing special education or related services, but who need additional academic and behavioral support to succeed in a general education environment.

A district is required to use the maximum amount (15%) of their VI-B allocations for CCEIS if significant disproportionality is determined through the collection and analysis of student race and ethnicity data in the following areas; 1. The identification of children as children with disabilities 2. The identification of children as children with disabilities in accordance with a particular impairment 3. The placement in particular educational settings of these children 4. The incidence, duration, and type of disciplinary actions, including suspensions and expulsions
