Allocations and Local Consolidated Plan

The Local Consolidated Plan (LCP) is the system Kansas school districts use to apply for, budget and report on federal and state education funds. Through the KSDE Web Application portal, districts manage funding across multiple programs, including Title I, Title II, Title III and Title IV, as well as state-funded initiatives. This page provides access to allocations, application tools, reporting requirements and resources to support planning, compliance and effective use of funds.

The LCP System consists of the following applications:

  • LCP Consortium Assignments - Districts indicate whether they are retaining or relinquishing their program funds. 
  • LCP Application - Districts budget their allocated program funds for the current school year.
  • LCP Annual Report - Districts enter data for the number of students served with the program funds for the current school year. 
  • LCP Revision & Carryover - Districts enter any revised budget information and request to carry over funds into the next fiscal year. 
  • LCP Final Expenditure Report - Districts enter any final expenditure information. 
  • LCP Carryover Final Expenditure Report - Districts indicate how carryover funds approved on the previous year’s LCP Revision and Carryover were expended.
