Federally Identified

The Elementary and Secondary Education Act of 1965 (ESEA) requires each State to establish a methodology for identifying schools for support and improvement, based on data from the statewide system of annual meaningful differentiation. These school identifications result in targeted resources and supports for at least the lowest-performing five percent of Title I, Part A (Title I) schools, high schools with low graduation rates, and schools where student groups are falling behind. 

Schools identified for support and improvement must work collaboratively with the KSDE and local LEA in order to create and implement a school improvement plan. Such improvement plans require parent involvement, and selecting interventions and evidence-based practices that target a schools reason for identification.  To foster sustainable change, schools who are identified , over multiple years receive support and technical assistance from their LEA, the KSDE, and the Kansas Learning Network. After the end of a designated timeframe, schools must meet the determined exit criteria in order to be eligible for exit from the support and improvement cohort.

School Improvement Plans

Each LEA must develop and implement a support and improvement plan, in partnership with stakeholders (including principals and other school leaders, teachers, parents and, as applicable, Indian Tribes or Tribal organizations (Tribes)), to improve student outcomes based on the reason for identification.

Kansas Learning Network (KLN)

The KSDE addresses the Elementary and Secondary Education Act priority of providing comprehensive support and improvement to qualifying schools through sustained coaching within a rigorous and collaborative systems-change process facilitated by the Kansas Learning Network (KLN). KLN coaches work closely with building and district leadership teams to comprehensively review needs with the work focusing on analyzing the current state. Schools and districts then develop and carry out action plans to modify their infrastructure to improve outcomes for all learners.

1003(a) School Improvement Funds

School Improvement funds are the primary source of Federal funds available to support LEAs serving schools implementing CSI, TSI, or ATSI activities. An LEA serving schools identified for CSI, TSI, or ATSI should consider how it may use other Federal funding intended to support improved student academic achievement, in addition to section 1003 funds, to support implementation of its support and improvement plan.

Currently Identified Schools

Under ESEA section 1003(i), a State must include on its annual report card:

  • A list of all LEAs that receive section 1003 funds and a list of the schools that are being served with the section 1003 funds;
  • The amount of section 1003 funds allocated to an LEA overall and the amount allocated to serve each identified school included in the LEA’s application; and
  • The types of strategies implemented in each school being served with section 1003 funds.
