Title IV, Part B - Nita M. Lowey 21st Century Community Learning Centers
Title IV, Part B (21st Century Community Learning Centers) provides federal funding to support out-of-school time programs that offer academic enrichment and student support before school, after school and during the summer. These programs help students, particularly those attending high-need schools, improve academic achievement while also providing opportunities for enrichment, family engagement and safe learning environments. This page provides guidance, requirements and resources for grant implementation, reporting and program support.

External Organization Providers
Per the Every Student Succeeds Act (ESSA), Title IV, Part B, 21st Century Community Learning Center (21st CCLC), the Kansas State Department of Education (KSDE) is required to provide a list of prescreened external organizations. The term “external organization” is defined, by ESSA, as: “(A) a nonprofit organization with a record of success in running or working with before and after school (or summer recess) programs and activities; or (B) in the case of a community where there is no such organization, a nonprofit organization in the community that enters into a written agreement or partnership with an organization described in subparagraph (A) to receive mentoring and guidance in running or working with before and after school (or summer recess) programs and activities” (ESSA, section 4201).
Organizations must meet the minimum requirements defined in the External Organization Guidance and submit the included profile to be recognized and listed on the KSDE website as a 21st CCLC External Organization in Kansas.
