Kansas Standards

English Language Proficiency Standards
On September 11, 2018, the Kansas English Language Proficiency Standards (KELP) for English Learners were adopted by the Kansas Board of Education. Beyond understanding common English usage, ELs need to understand the language used for grade-level instruction in English language arts, mathematics, science, social studies and other content areas. The standards highlight and amplify the critical language, knowledge about language, and skills for using language that are necessary for ELs to be successful in school.

Additional Resources

  • Office of English Language Acquisition (external link)
  • English Learner Toolkit (external link)
On January 7, 2015, the Departments of Education and Justice issued a Dear Colleague Letter (DCL) (external PDF) which outlined legal obligations to English Learners under civil rights laws. The English Learner Toolkit (now updated to align with ESSA) helps state and local education agencies help English Learners (ELs) by fulfilling these obligations.
  • Newcomer Toolkit (external link)
The U.S. Department of Education originally published this toolkit in 2016. It can be used as a resource to support educators and administrators as they strive to ensure all ELs attain English language proficiency and meet challenging state standards.
  • Family Toolkit (external link)
The English Learner Family Toolkit was created to help families choose education services that meet their child’s needs. U.S. educators, elementary and secondary school teachers, principals, and other school staff can also share the toolkit as a resource for English learners and their families.
