Stakeholder Input
The Kansas State Department of Education (KSDE) is developed the 2020–2025 SPP/APR. As a part of this process, KSDE requested stakeholder input on proposed targets for the SPP/APR indicators. This was an opportunity for KSDE to hear from educators, families, and community members on the direction our state takes to improve outcomes for students with disabilities.
KSDE will conduct stakeholder engagement for the newest SPP/APR package that will be in effect from 2026 through 2031.

Kansas revised FFY2021 baseline because a census methodology is now in use. Prior to FFY2021 a sampling plan was applied. OSEP expects states to revise baseline data when there is a change in methodology for the indicator that affects comparability of data.

Indicator 14: Enrolled in Higher Ed within 1 Year
Indicator 2: Kansas revised FFY2021 baseline because the same data as used for reporting to the Department under section 618 of the IDEA was now in use. Prior to FFY2021, the same data source and measurement that the State used to report in its FFY 2010 SPP/APR that was submitted on February 1, 2012 was used (Option 2). OSEP expects states to revise baseline data when there is a change in data source for the indicator that affects comparability of data.
Assessment and Education Environment

FFY2024: KSDE is resetting the baseline for indicators 3B and 3D due to the administration of a new general assessment during spring 2024. Subsequent changes in methodology and data sources affected the comparability of the data. Changes included: shorter assessment length, all new items, new technology enhanced items, passage-based English language arts tests, new performance level descriptors, and more consistent proficiency expectations from grade to grade. To ensure accurate interpretation, new cut scores and new reporting scores were also established for each updated assessment. KSDE sought stakeholder input for indicator 3B and 3D targets during fall 2025. KSDE staff met with the State Advisory Panel to review all stakeholder input and the proposed changes to the targets for 3B and 3D. Based on stakeholder feedback, the State Advisory Panel voted to approve all proposed targets without any changes.

Indicator 4, 9 and 10
Indicator 4: In the FFY 2024 SPP/APR, KSDE revised its policies and procedures to calculate Indicator 4 at the LEA-level due to a state-level finding of IDEA noncompliance related to regulatory requirements 34 C.F.R. §§ 300.170 and 300.600(a)(4). This finding of noncompliance was issued by OSEP on July 10, 2025 as a result of DMS 2.0. The required shift is from reporting district-level data to LEA-level data. Accordingly, the data for FFY 2024 are not comparable to prior submissions. KSDE reset the baseline due to this change in data source. Targets were also revised based on stakeholder input. As a result of this change in data source, the number of LEA’s reported for Indicator 4A will not align with the total number of districts reported in the introduction of the FFY 2023 SPP/APR. This is because while there were 286 districts reported in FFY 2023, there were 78 LEAs for this reporting period. These 78 LEAs have been reflected in the data for FFY 2024.

General Supervision
Indicator 18: Starting with the FFY 2023 SPP/APR, States will be required to report on the correction of noncompliance related to compliance indicators 4B, 9, 10, 11, 12, and 13 based on findings issued in FFY 2022. Under each compliance indicator, States report on the correction of noncompliance for that specific indicator. However, in this general supervision Indicator 18, States report on both those findings as well as any additional findings that the State issued related to that compliance indicator.
