State Board members to get update on Seal of Literacy training options during March meeting

Members of the Kansas State Board of Education will be updated on the Seal of Literacy training options during their monthly meeting, March 11-12.  

The first day’s business will be conducted at the Landon State Office Building, 900 S.W. Jackson, in Topeka. On the second day, board members will visit the Kansas School for the Deaf in Olathe, and the Kansas State School for the Blind in Kansas City, Kansas. Both schools will provide reports on their activities and operations.   

On March 11, Shane Carter, director of teacher licensure for the Kansas State Department of Education (KSDE), will provide a review of the science of reading licensure requirements. Dr. Cindy Lane, director of the Blueprint for Literacy, will present board members with information about the Kansas Board of Regents’ newly developed structured literacy program that meets science of reading licensure requirements. This in-service training structured literacy program has been recommended for the board’s approval by the literacy advisory committee established by Senate Bill 438 passed by the 2024 Kansas Legislature. 

According to information provided by Dr. Lane, the regents’ structured literacy training program was a collaborative effort among literacy experts at KSDE, the state’s seven public universities and independent colleges, and Wichita State University’s instructional design team. The program’s curriculum is aligned with KSDE’s higher education program standards and the International Dyslexia Association’s Knowledge and Practice Standards for Teachers of Reading.  

Board members will vote on removing the filling out of the Free Application for Federal Student Aid (FAFSA) from state regulations governing the graduation requirements for the class of 2028, the current school year’s freshmen. A public hearing on removing the requirement was held during the board’s February meeting. 

Other items on the board’s March agenda include the following:  

  • Recognition of Sterling Grade School, Sterling USD 376, and Overbrook Attendance Center, Santa Fe Trail USD 434, as 2024 National Elementary and Secondary Education Act (ESEA) Distinguished Schools. 
  • A presentation on the role of a technical advisory committee for state assessments. 
  • Receive recommendations funding Kansas Parents as Teachers grants for the 2025-26 school year. 
  • Receive requests contracts with Kansas State University regarding Kansas Future Farmers of America (FFA) and the Kansas Association of Broadcasters for public service announcements to advertise summer meals.
