The 21st Century Community Learning Centers (21st CCLC) are funded by federal dollars under Title IV-B. The 21st CCLC programs are intended to create community learning centers that provide academic and enrichment opportunities for children outside of the regular school day. In order to qualify for 21st CCLC funds, grantees must meet the following absolute priority: The grant will primarily serve students who attend schools eligible for Title I Schoolwide programs. Title I Schoolwide designation typically means that at least 40% of the students qualify to receive free or reduced-cost meals.
The Kansas State Department of Education (KSDE) is conducting a 2025 Kansas 21st Century Community Learning Centers (21st CCLC) Grant competition. The 21st CCLC grant provides funds for out-of-school time programs serving students that attend a school with a 40% or higher free/reduced lunch population. The Request for Application (RFA) for both NEW applicants and RE-applicants are available on this page.

Per the Every Student Succeeds Act (ESSA), Title IV, Part B, 21st Century Community Learning Center (21st CCLC), the Kansas State Department of Education (KSDE) is required to provide a list of prescreened external organizations. The term “external organization” is defined, by ESSA, as: “(A) a nonprofit organization with a record of success in running or working with before and after school (or summer recess) programs and activities; or (B) in the case of a community where there is no such organization, a nonprofit organization in the community that enters into a written agreement or partnership with an organization described in subparagraph (A) to receive mentoring and guidance in running or working with before and after school (or summer recess) programs and activities” (ESSA, section 4201).
Organizations must meet the minimum requirements defined in the External Organization Guidance and submit the included profile to be recognized and listed on the KSDE website as a 21st CCLC External Organization in Kansas.
