During the Kansas State Board of Education’s monthly meeting, Nov. 12-13, members will begin the process of reviewing education-related state regulations to determine if they are unnecessary, burdensome or need to be revised.
This review aligns with the new goals State Board members approved in August to align with the school improvement model they approved in 2024. This model serves as the foundation of the state’s accreditation system known as KESA 2.0.
Board members received the proposed process for reviewing regulations during their October meeting. A vote to approve the process is on their Nov. 12 agenda.
If the board approves the process, KSDE deputy commissioner Renee Nugent will begin identifying regulations for the board’s review based on feedback and analysis within the following primary areas:
During each of the board’s monthly meetings, Nugent will present an overview of articles for consideration and proposed revisions. Board members will vote on the general direction they want the regulation addressed.
All State Board-approved regulation changes will then be submitted to the Kansas Department of Administration for review, then to the Kansas Attorney General’s office for legal review. A public comment period and hearing prior to final adoption will be provided.
Board members are scheduled to vote on the Evaluation Review Committee’s recommendations for higher education accreditation and program approvals and the recommendations from the Professional Practices Commission during their November meeting.
The State Board will also receive an update on the Kansas State Department of Education’s (KSDE) request for a waiver from the U.S. Department of Education. This waiver would temporarily delay the new identification of schools needing Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI) until the 2028–29 school year to enable KSDE to align state and federal school accountability systems into a single, coherent model focused on student achievement and school improvement. If approved, this waiver would also delay the exit of currently identified schools until no later than the 2027–28 school year. Click here for more information on the waiver request.
Board members will also hold an executive session on Nov. 13, regarding the hiring of a new education commissioner.
During their November meeting, board members will discuss their 2026 legislative priorities, which will be voted on in December. The 2026 legislative session begins on Jan. 12.
