The School Transportation Safety Unit is conducting a one-day survey on Wednesday, April 16, to determine the prevalence of illegal passing of school buses. The Kansas State Board of Education has requested all school districts in Kansas participate in this important project.
All districts are asked to complete the survey even if no students are transported on the survey day and/or there are no violations to report.
On April 16, school bus drivers should observe and report all instances of motorists illegally passing their school buses. Districts/companies should enter their collected data of total violations at this link: https://www.surveymonkey.com/r/9WVRFG5.
*NOTE: Read the survey questions carefully and make sure the information is accurate.
To avoid confusion, follow this link for a document with graphics and examples of illegal passing: https://www.ksde.org/Portals/0/School%20Bus/Illegal%20Passing%20Survey/Stop%20Arm%20Violation%20Survey%20Examples%202024.pdf?ver=2024-03-14-115256-780
An optional worksheet, if needed, is available on the KSDE website to help districts/companies with entering this data: https://www.ksde.org/Portals/0/School%20Bus/Illegal%20Passing%20Survey/worksheet%20for%20violations.pdf
The designated district/company staff member who is completing the survey should follow these steps:
1. Select the district from the drop-down menu.
2. Enter the name of the individual completing the survey and district/company information.
3. Select the geographical region of the state.
4. Indicate YES or NO whether students were transported on the count day and/or had stop arm violations. This answer will determine whether to answer questions 5-10. If a district/company participated in the survey and did not have violations, the survey will ask for the number of buses that participated.
5. Enter the total number of buses a district/contractor had participating in the survey.
6. Enter the total number of violations that occurred for the morning, midday and afternoon routes.
7. Drivers should enter the total number of violations which passed their bus from the front and rear.
8. Drivers should enter the total number of violations which passed their bus on the left and right side of the bus.
9. Enter the total number of violations occurring for each of the following types of roadways:
10. Enter the total number of violations which occurred on a state or U.S. highway.
Remember to participate and fill out a survey even if there are no violations or students weren’t transported on April 16. Be sure to also do the following:
Districts/companies should coordinate with staff as to whom will enter the data into the survey. This will hopefully prevent multiple individuals from the same district completing the survey.
