Title III, Part A - Language Instruction for English Learners and Immigrant Students

Title III, Part A provides federal funding to support English learners (ELs), including immigrant students, in developing English language proficiency and meeting state academic standards. These programs help ensure students have access to effective language instruction and the support services needed to succeed in school. English Learner Framework

The English Learner Framework serves as a foundational guide for implementing and overseeing English to Speakers of Other Languages (ESOL) and Title III programs in Kansas public schools. The framework reflects current legal requirements, state policies, and evidence-based practices that support the academic achievement and language development of English learners.

This document is designed to help local education agencies (LEAs) meet their responsibilities under the Every Student Succeeds Act (ESSA) and related regulations. It promotes consistency, clarity, and alignment across programs serving English learners statewide.

LEAs are encouraged to use the framework to inform decision-making, guide program implementation and evaluation, and support compliance with applicable laws. While the framework does not create new requirements, it brings together existing expectations and best practices to support effective service delivery.

U.S. Department of Education Non-Regulatory Guidance: English Learners and Title III

This non-regulatory guidance explains how Title III funds may be used to provide supplemental services that improve English language proficiency and academic achievement for English learners. It includes guidance on Language Instruction Educational Programs (LIEPs) and activities that strengthen the knowledge and skills of educators who serve English learners.

Monthly ESOL and Title III Update Webinars

These monthly webinars provide short presentations followed by question-and-answer sessions. They are designed to keep Title III and English Speakers of Other Languages (ESOL) directors and teachers informed with timely and relevant information throughout the school year.
